Public consultation to develop the fourth government action plan to combat poverty and social exclusion.


About this consultation 


The Act to combat poverty and social exclusion is the framework on which the government and Québec society rely to implement actions to combat poverty, prevent its causes, reduce its effects on individuals, counter social exclusion and strive towards a poverty-free Québec. 


In order to develop the fourth government action plan to combat poverty and social exclusion, the Ministère de l'Emploi et de la Solidarité sociale is holding a public consultation to gather the public’s opinion and proposals on the issues related to that subject. 


All of Québec society is invited to express its views, including people living in poverty and social exclusion, those representing Indigenous organizations, community and volunteer organizations, social economy enterprises, and even union, employer and municipal groups.  

  

Participation in the consultation   



Gender-based analysis (GBA+) 


To achieve the government action plan, the Ministère will employ gender-based analysis (GBA+), which will allow it to develop more inclusive initiatives. The Ministère aims to achieve gender equality by taking into consideration many identity and social factors (ethnicity, age, religion, etc.). Gender-based analysis also allows the Ministère to detect the creation or reinforcement of inequalities between women and men resulting from the effects of government policies or programs. 


The territorial approach 


The Ministère has programs and measures that are adapted to different levels of territorial interventions. By considering the ability of local, regional, and national actors to target community needs and find solutions to address them, this approach makes it possible to deal with several complex issues. For example, the Alliances pour la solidarité are territorial agreements with organizations in the regions, including Indigenous organizations.
