About this consultation

On April 30, 2021, the Société de l’assurance automobile du Québec (SAAQ) proposed amendments to automobile insurance contributions for 2022 through 2024. 

Before making amendments to insurance contributions, the Act respecting the Société de l’assurance automobile du Québec (the Act) requires that the SAAQ obtain the opinion of a panel of experts established for that purpose. The mandate of the Panel of Experts is to review the approach taken by the SAAQ to determine the insurance contributions and check the data used in support of the proposed regulatory amendments. The panel of experts must also hold a public consultation.

In accordance with the Act, the Panel of Experts on Automobile Insurance Contributions (Panel of Experts) must consist of three members, appointed by the Governement, who are representative of the actuarial, financial and insurance sectors. The three members are Ms. Louise Dagnault, chartered professional accountant, who is serving as Chair of the Panel of Experts, Ms. Micheline Dionne, actuary, and Mr. Guy Leblanc, attorney.

The Panel of Experts is inviting all individuals and groups who wish to share their opinions regarding the amendments to insurance contributions proposed by the SAAQ to participate in the public consultation. Interested parties can express their opinions by:

  • Submitting a comment regarding the insurance contributions proposed by the SAAQ for 2022 through 2024;
  • Drafting a brief regarding the insurance contributions proposed by the SAAQ for 2022 through 2024;
  • Taking part in the public hearings by presenting the brief submitted to the members of the Panel of Experts. 

To learn more about the mandate, composition and approach of the Panel of Experts, please visit the Panel of Experts’ website. The website also contains information on the various laws and principles that govern the determination of insurance contributions as well as the Panel of Experts’ working calendar. It also includes the most relevant documents to understand the proposed insurance contributions and an “Archives” section where you can find the principal documents published by the Panel of Experts during its previous four mandates. 

The Panel of Experts plans to make its report public around July 7, 2021.
