National consultations on future directions
Call for briefs
As a preliminary step toward developing the future directions in mental health, homelessness and addiction, the Gouvernement du Québec invites organizations, experts and citizens to submit a brief on the possible content of its future directions in these three areas. The brief may focus on issues that concern one or more of these themes, or on issues related to the integration of services.
Briefs must be submitted in PDF format by May 22, 2026 using the form at the bottom of this page. Please indicate on the first page whether you want your brief to be public or confidential.
In terms of content – and these are suggestions, not directives – briefs may address the following points:
- Presentation of the organization or people signing the brief and steps taken to write it
- Key observations of the organization or people signing the brief regarding the mental health, homelessness and/or addiction situation in Québec

Issues, challenges and problems observed regarding current or previous directions in mental health, homelessness and/or addiction. They may be related to the application or implementation of the directions
On this point, please specify whether the comments are particularly relevant to young people, adults or both. The Gouvernement du Québec also asks organizations and people who submit a brief to pay particular attention to the issues of certain populations (First Nations and Inuit, older adults, youth, women, men, sexual and gender diverse people, immigrants, ethnoculturally diverse people, people from the English‑speaking community, people with disabilities, neurodivergent people, etc.). - Recommendations on possible solutions to consider, namely, those that:
- are already in place, but should be encouraged or receive additional support;
- have not yet been developed, but would address the issues raised
Any other solution may also be relevant. It may also be a matter of what to avoid.
Please pay particular attention – when relevant – to the financial and human costs involved in the solutions and propose realistic targets.
- Reflections on the integration of mental health, homelessness and addiction services,* both in the health and social services system and with intersectoral partners (e.g., sectors such as housing, income, education, employability, justice, public safety, culture, leisure, tourism, municipalities, etc.)

Other elements considered relevant
The Gouvernement du Québec is interested in learning about organizations’, experts’ and citizens’ expectations regarding any other element related to the future directions in mental health, homelessness and addiction. For example, the format the future directions could take, the values and guiding principles that should guide it in implementing the directions, etc.
