About Consultation Québec

This document provides for the rules of use governing the government’s public consultation platform, which is open to all Quebecers. The maintenance of a calm, respectful climate that promotes participation without constraint is also called for. All individuals are entitled to their opinions and the Québec government wishes to hear all points of view, without discrimination. By expressing themselves on the public consultation platform, Internet users are granting the Québec government the right to reproduce and disseminate, without time limits and without consideration, the proposals, comments, and arguments that they publish.

Rules to be observed

The discussions are public and Internet users can consult the rules without necessarily having an account to access the platform. It is important that Internet users reflect on their proposals, comments, and arguments before they publish them.

The use of all caps in a message is equivalent to shouting. A comment is just as valid and much easier to read if it is written in lower case letters.

Texts, photos, videos, and other content published on the platform must observe intellectual property rights such as copyright and trademarks.

The proposals, comments and arguments published on the platform whose contents do not satisfy netiquette requirements are likely to be adjusted or removed without notice. The Québec government reserves the right to remove proposals, comments, and arguments that:

• contain other people’s personal information;
• do not concern the subject of the public consultation;
• are deemed inappropriate, obscene, offensive, defamatory, or potentially defamatory, threatening, abusive, hateful, racist, xenophobic, homophobic, sexist, or disgraceful;
• are of an advertising or promotional nature;
• are repetitive and come from the same individual.

Reporting

Should you deem the contents of a proposal, a comment or an argument published on the platform to be inappropriate, for example, hateful or abusive, advertising, and so on, you can report it using the button provided for this purpose. 

It should be noted that the availability of moderators to host and monitor the website can vary depending on the period. Moderators are present during office hours from Monday to Friday.

The Québec government reserves the right to modify at any time and without notice the rules of use in this document to ensure that the online consultation proceeds smoothly. You must, therefore, read them regularly.
